        "I worked as the Associate Executive Director for Operations (COO) for AHRC-NYC, a complex $250 million human services agency an New York City., We operated group homes, day programs, schools, camps, and many employment programs. One of my most valued resources in that role was Pat Monaghan (Patrick F. Monaghan, CPA) who I found to be an invaluable font of knowledge in many areas in which we needed assistance, particularly because our rapid growth had not always been yet matched by additional staffing with requisite knowledge.         “Having attended many Not-for-Profit CPA conferences over my 37+ years as the CFO of Green Chimneys Children’s Services, I was excited in 2000 to have met and begun working with Patrick F. Monaghan III, Certified Public Accountant. His expertise in the preparation of the CFR, the organization of the extensive data and how it should be reported not only benefited the CFR preparation but also established internal accounting controls that would influence Green Chimneys’ future business practices. Patrick’s work was deemed to be as essential to agency financial, clinical, education and executive staff. Patrick, known to me and others as the agency’s “Reimbursement Consultant”, performed prospective five-year analyses of required IEP related service needs. This in-depth analysis, which supported increases in required positions as well as increases in their respective salaries, brought about increases to our tuition rates that amounted to almost $ 5,000,000 in retroactive reconciliation tuition rate revenue.

        The years during which Patrick worked with Green Chimneys on its rate appeal as well as CFR preparation were instrumental in establishing extremely effective accounting policies lifting future tuition reimbursement.         "I have worked with Patrick F. Monaghan III, CPA since the early-2000’s for CFR Preparation, as part of his analytical review of our CFR costs in relationships he was able to identify a few million dollars in retroactive revenue for our residential programs. Most recently he served as our Consultant CFO and Reimbursement Consultant at The Clear View School. He performed an analysis of prior year’s CFR expenses in relationship to our reimbursement and during 2018 and 2019 he was able to obtain approximately $ 2,100,000 in retroactive reconciliation tuition rate revenue, which also lifted our current reimbursement as well. I was kept informed and involved in the process and felt I was an active participant in the process. In addition, he was involved in preparing monthly financial statements on a timely basis for myself, the board and our Bank. He was involved in managing sections of our banking, reimbursement, insurance, compliance and pension plan. He coordinated the year-end analyses, reviewed the documentation and coordinated these analyses with our audit firm from financial statement to timely CFR preparation. He then performed the task of Revenue Management Consultant to make sure our current spending was maintaining and was consistent with our current tuition rates.         "In 2005 I was called down to our CFO’s office, a program administrator being summoned to the central office. As I walked in I was instantly introduced to Patrick F. Monaghan III. In the first meeting he took the time to review our schools services, the students IEP’s and how our policies and procedures relate to the funding rate, methodology, created by NYSED and correlates to our annual CFR. (Or in our case lack of funding). Patrick introduced us to systems and spreadsheets that we utilized to go back in years and through each year moving forward to help track our classes and services. Patrick is the special sauce that helps the financial team, use a shared language with the program people and assist the school in receiving a correct reconciliation tuition rate for the five prior years. From a program lens, Patrick takes control of the situation, reviews processes, assess the companies staffing skill-sets and develops a plan to ensure the organization be self-sufficient within two to three years. By 2010 he had reviewed the system of internal controls and procedures, updated our flow of transactions to the general ledger and help prepare the business office to complete the CFR by providing staff training on all the revisions.

        His goal for most companies, is to create a well-functioning department and coach himself out of a job so each CFO/Controller is self-sufficient and he can go on to other clients. Occasionally he stays around to help advise boards and executive leadership.

Patrick is a true professional, strong in accounting systems and reimbursement methodology. He is able to work with every level of staff in each department in a respectful manner, receiving courteous responses and positive outcomes from staff. When I had a need for a special project at another school, he was the first person I called."
