"I worked as the Associate Executive Director for Operations (COO) for AHRC-NYC, a complex $250 million human services agency an New York City., We operated group homes, day programs, schools, camps, and many employment programs. One of my most valued resources in that role was Pat Monaghan (Patrick F. Monaghan, CPA) who I found to be an invaluable font of knowledge in many areas in which we needed assistance, particularly because our rapid growth had not always been yet matched by additional staffing with requisite knowledge. Pat was invaluable in assisting us with internal systems of control over revenue and billing; developing internal auditing protocols of compliance and revenue documentation for Waiver, Clinical and Education programs. He also designed 21 new audit programs, and trained our new Compliance Department staff. Two things I particularly appreciate about Pat (in addition to his very winning personality): (1) His professionalism, expressed in his skills and work ethic; (2) His willingness to develop and train, then move on. He equipped our staff to better do their jobs, then left them to do it."

“I have known Patrick since the late 1980’s when I was Associate Executive Director of ARC Rockland. He became the Controller of The ARC of Rockland, he assisted in the implementation of Fund EZ and revised procedures. He provided accounting services and staff training to turn an eight-week annual audit to 9 days the following year. He continued to serve me as an accountant while I was CFO of Cardinal McCloskey Services during the 1990’s. He recently performed a due diligence special project for me while Associate Executive Director of JBFCS. He is someone I have known and enjoyed working with for over 30 years. He is knowledgeable, precise in his work and a pleasure to work with. I will continue to use his services as the need arises.”

"I have worked with Pat Monaghan for over 25 years in various capacities. While acting as the Assistant Executive Director at Abbott House Pat completed compliance tests, updated systems of internal controls. He was adept at ensuring billing was accurate, saving millions of dollars for the agency over the years we worked together.

In 2020 Pat assisted in providing support while the agency recruited a for a new CFO. Upon reaching out Pat immediately began providing consultation and support allowing for the fiscal department to function seamlessly for eight months until a new CFO was found. He then worked with the new CFO to review agency practice and procedures ensuring a thorough orientation was provided.

Pat is a consummate professional. He worked well with all levels of management and was held in high regard by those who worked with him in Operations, Fiscal and Executive functions. Pat truly embodies full service and commitment to his clients and I recommend him as a consultant."

“I have known and worked closely with Patrick Monaghan for more than a decade. He is the most thorough and knowledgeable person I know concerning the financial realities of organizations that provide services to our most vulnerable children and adults. During my years as the financial director at Devereux New York, I relied upon his skills to make certain that we always received the maximum funding to which we were entitled. He always delivered his best and we were always successful in our operations. He is simply the best in the business. When the State was not allowing the creation of new programs, we were able to launch an innovative program for autistic children in Westchester and we did so with the highest possible tuition funding rate ever allowed at that time. That is the level of knowledge and skill that Patrick brings with him every day.”

Joseph R. Giardullo, Director of Administrative Services

Devereux New York

“Having attended many Not-for-Profit CPA conferences over my 37+ years as the CFO of Green Chimneys Children’s Services, I was excited in 2000 to have met and begun working with Patrick F. Monaghan III, Certified Public Accountant. His expertise in the preparation of the CFR, the organization of the extensive data and how it should be reported not only benefited the CFR preparation but also established internal accounting controls that would influence Green Chimneys’ future business practices. Patrick’s work was deemed to be as essential to agency financial, clinical, education and executive staff. Patrick, known to me and others as the agency’s “Reimbursement Consultant”, performed prospective five-year analyses of required IEP related service needs. This in-depth analysis, which supported increases in required positions as well as increases in their respective salaries, brought about increases to our tuition rates that amounted to almost $ 5,000,000 in retroactive reconciliation tuition rate revenue.

The years during which Patrick worked with Green Chimneys on its rate appeal as well as CFR preparation were instrumental in establishing extremely effective accounting policies lifting future tuition reimbursement. My working alongside Patrick was extraordinary experience. By sharing his expertise, I was able to see the positive results of changes we had made to our accounting and reporting systems. I learned a great deal more about the CFR preparation and reimbursement which reinforced what I had picked up in newsletters, seminars and CPE courses and seminars. When the rate appeal was successfully completed, Patrick continued in the role of our Revenue Management Consultant helping us make sure our current spending was maintained and remained consistent with our current tuition rates.”

Angelo Matra, Associate Executive Director

Green Chimneys Children’s Services

"As a not-for-profit board member and president for almost 20 years and executive director for five (5) years, I have closely collaborated with Patrick Monaghan as a NFP auditor and chief financial officer. Patrick is not only expert in his general, professional fields of accounting, finance and auditing, but a leader in the highly specialized areas of financial reporting for agencies regulated by NYS Education Department, NYS Office of Persons with Developmental Disabilities and NYS Office of Mental Health. This includes extensive experience in the successful submission of rate appeals before these State agencies, which have resulted in millions of dollars of rate reconciliations for the NFPs he has represented.

As the Executive Director of the Association for Mentally Ill Children of Westchester, including NYSED and NYSOMH and AMIC Supportive Families OPWDD, Patrick Monaghan not only provided me with all the financial data I needed daily to operate a sound and efficient agency, but also the advice and good counsel to plan for the continued growth of AMIC.

Patrick Monaghan understood the special needs of our students and group home residents and always worked tirelessly to ensure that those needs were met."

Judge Charles F. Devlin, NYS Family Court (Retired)

Board President, Board Treasurer and Executive Director

"I have worked with Patrick F. Monaghan III, CPA since the mid-2000’s as our Revenue Management and CFR Preparation Consultant while I was the Director of Residential Services at Abbott House. He was professional with and respected by all levels of administrative, fiscal and programmatic staff he worked with. He didn’t just look at the CFR he looked behind the numbers. Reviewing service changes to Lifeplans and revamped our staffing patters accordingly, winning approval from OPWDD which results in millions of additional funding for our agency. He has performed special projects in a timely manner coming up with practical solutions.

He is an upstanding member of his community, volunteering his time to local charities. Given any opportunity, I would not hesitate to engage him on any project in the future."

George Hoehmann

Town Supervisor Clarkstown, New York

Formerly Residential Director Abbott House

"I have worked with Patrick F. Monaghan III, CPA since the early-2000’s for CFR Preparation, as part of his analytical review of our CFR costs in relationships he was able to identify a few million dollars in retroactive revenue for our residential programs. Most recently he served as our Consultant CFO and Reimbursement Consultant at The Clear View School. He performed an analysis of prior year’s CFR expenses in relationship to our reimbursement and during 2018 and 2019 he was able to obtain approximately $ 2,100,000 in retroactive reconciliation tuition rate revenue, which also lifted our current reimbursement as well. I was kept informed and involved in the process and felt I was an active participant in the process. In addition, he was involved in preparing monthly financial statements on a timely basis for myself, the board and our Bank. He was involved in managing sections of our banking, reimbursement, insurance, compliance and pension plan. He coordinated the year-end analyses, reviewed the documentation and coordinated these analyses with our audit firm from financial statement to timely CFR preparation. He then performed the task of Revenue Management Consultant to make sure our current spending was maintaining and was consistent with our current tuition rates. I highly recommend his services for agencies serving NYSED, OPWDD and OMH programs."

Robert Farmer, Executive Director

The Clear View School

"In 2005 I was called down to our CFO’s office, a program administrator being summoned to the central office. As I walked in I was instantly introduced to Patrick F. Monaghan III. In the first meeting he took the time to review our schools services, the students IEP’s and how our policies and procedures relate to the funding rate, methodology, created by NYSED and correlates to our annual CFR. (Or in our case lack of funding). Patrick introduced us to systems and spreadsheets that we utilized to go back in years and through each year moving forward to help track our classes and services. Patrick is the special sauce that helps the financial team, use a shared language with the program people and assist the school in receiving a correct reconciliation tuition rate for the five prior years. From a program lens, Patrick takes control of the situation, reviews processes, assess the companies staffing skill-sets and develops a plan to ensure the organization be self-sufficient within two to three years. By 2010 he had reviewed the system of internal controls and procedures, updated our flow of transactions to the general ledger and help prepare the business office to complete the CFR by providing staff training on all the revisions.

His goal for most companies, is to create a well-functioning department and coach himself out of a job so each CFO/Controller is self-sufficient and he can go on to other clients. Occasionally he stays around to help advise boards and executive leadership.

Patrick is a true professional, strong in accounting systems and reimbursement methodology. He is able to work with every level of staff in each department in a respectful manner, receiving courteous responses and positive outcomes from staff. When I had a need for a special project at another school, he was the first person I called."

Duncan Lester, Executive Director

The Reece School

"I have worked with Patrick F. Monaghan III, CPA since the early-2000’s as our Auditor and later as our Reimbursement Consultant. He was able to get a new classroom ratio approved along with various support staff and other OTPS and property. He was also able to successfully guide us through the reimbursement tuition rate process where we were able to increase our current rates but also received prior period tuition revenue. He was loved by our accounting staff and worked in harmony with our executive and financial staff. When he moved on he left us a better agency with more financial security."

Linda Zinn, Executive Director

Westchester Exceptional Children's School

"I first encountered Patrick F. Monaghan in the late 1980’s while I was a partner in a Regional Upstate New York CPA firm. He was Audit manager on many of my Nonprofit audits, he had a fundamental and thorough understanding of the process, it came natural to him. We are both alum of Price Waterhouse & Co. and his Big 8 training was very evident. In the following years we worked together on a Start-Up entity bring a new product to market, his business experience paid off in a clear understanding of the company’s objectives. I also worked alongside him when he was also the Auditor of a Publicly Traded Broker/Dealer Company in San Jose, CA. He performed the financial and compliance Audits with great diligence. Over my 30+ year relationship I have always found Patrick to be competent, eager, professional, ready to help and of sound judgement. It has been our mutual pleasure to have known and worked together on so many varied projects over the years."
